Telegram received by Mr. Addis from “ Chinabank, Berlin,” 29th July....--- (Communicated by Mr. Addis, August 7, 1909.)

OUR syndicate is prepared to agree to the following, viz.: Amount of Szechuen loan to be increased to 3,000,000, of which Americans get one-half, i.e., 1,500,000%, together with proportional right for materials subject to conditions of main agreement and further proposition of chief engineer and auditor for a remaining Szechuen section after French. All this under the strict condition that chief engineer for Hupeh section Szechuen line be nominated by Germans, and that French group agrees with arrangement concerning engineer. The foregoing proposal would apply only to the Hankow-Szechuen line without any other engagement to take Americans in our European 'triple combination. Have telegraphed same to Simon, and shall not instruct Cordes before receipt of your answer.
